IMF Advises BOJ on Rate Hikes: Path to 2027 Inflation Target - News and Statistics

The International Monetary Fund has advised the Bank of Japan to persist with raising interest rates. According to a Reuters report, this recommendation comes despite new economic risks stemming from a conflict in the Middle East.

The IMF issued a statement following policy discussions with Japan, noting that while growth may slow partly due to the war, gradual wage increases should support consumption. The organization stated that risks to the economic and inflation outlook are broadly balanced, with inflation projected to reach the central bank’s target by 2027.

The IMF’s executive board recognized Japan’s economic resilience and agreed the BOJ was correctly scaling back its monetary support. It emphasized that as underlying inflation moves toward the target, gradual increases toward a neutral rate should proceed in a flexible manner guided by data. Directors also highlighted the importance of a flexible exchange rate to absorb shocks.

The Bank of Japan concluded a large stimulus program in 2024 and has increased rates multiple times since, including in December, based on an assessment that durable inflation was within reach. The central bank has indicated it expects underlying inflation to converge to its target between the second half of fiscal 2026 and fiscal 2027, and it is prepared to continue raising rates.

Policymakers have expressed concern that rising oil prices could exacerbate existing inflationary pressures from wage growth and broader price rises. This communication has led markets to anticipate a high probability of a rate increase in April. The yen’s decline toward a level of 160 per dollar has also heightened market vigilance for potential currency intervention by Japanese authorities.

On Friday, Japan’s Finance Minister stated the country was prepared to use all legally available measures to counter speculative moves in the currency market.
