A report from the International Monetary Fund states that shifting trading infrastructure to blockchain systems may intensify financial crises faster than regulators can address them, despite potential benefits like reduced costs and instant settlement. The IMF’s analysis, published on Thursday, frames tokenization—creating digital tokens for assets such as stocks and bonds on shared ledgers—as a fundamental restructuring of finance rather than a simple incremental improvement.
Financial institutions like BlackRock and JPMorgan Chase are conducting live pilot programs for the technology, anticipating it could generate higher fees by simplifying the trading of conventional assets. Nasdaq has applied for regulatory permission to enable tokenized stock trading on its platform, while the New York Stock Exchange is also developing a blockchain-based venue for continuous trading of tokenized stocks and ETFs. The Chairman of the Securities and Exchange Commission has expressed support for the concept.
The technology enables faster trade processing, but this speed also introduces a systemic vulnerability, according to the IMF. The report notes that settlement delays in current systems act as buffers, providing central banks and regulators crucial time to intervene during stress events. In a continuously operating, instant-settlement environment, regulators would have minimal opportunity to act before margin calls occur, and traditional emergency lending facilities are not designed for round-the-clock crises.
Privately issued stablecoins, commonly used for settlement in these markets, were compared to money-market funds, seen as stable in normal times but prone to runs. The analysis outlines three potential development paths: a unified system built around central bank digital currencies, a collection of incompatible national platforms, or a landscape ruled by private stablecoins where public safeguards erode.
The report concludes that policy must adapt to the reallocation of trust and risk inherent in tokenized infrastructure, proposing measures such as ensuring settlement uses safe forms of money and defining the legal standing of tokenized assets. It urges policymakers to actively shape the emerging digital financial architecture, noting the current opportunity to do so is finite.
