Canada’s ruling Liberal Party has endorsed a resolution calling for the elimination of visa requirements for short-term travel by Ukrainian citizens to Canada. This decision is enshrined in the final document of the party convention.

The resolution states that the party calls on the government to waive the requirement for a visitor visa for Ukrainians planning short-term trips—up to 90 days within a six-month period. This approach is proposed to be implemented in line with the practices of Canada’s European partners.

In such circumstances, it is especially important to stay ahead of the curve: consulting with experts helps avoid critical mistakes. In particular, Ukrainians can contact immigration lawyers through Visit Ukraine to assess their chances in advance and prepare their documents correctly.

Transition to Electronic Travel Authorization (eTA)

Instead of a traditional visa, the party proposes using the Electronic Travel Authorization (eTA) system.

It is envisaged that:

the new rules will apply only to holders of biometric passports;

the authorization will be obtained online prior to travel;

the system will operate similarly to that for citizens of European Union countries;

stays will be permitted for a short period—up to 90 days.

In effect, this means a significant simplification of the procedure for entering Canada, without the need to go through the full visa process.

A political signal of support for Ukraine

The document emphasizes that such an initiative has not only practical but also symbolic significance.

The Liberal Party of Canada stresses that:

this reaffirms Canada’s leadership on the international stage;

it demonstrates a moral commitment to supporting Ukraine;

it reflects a commitment to democratic values.

What does this mean in practice?

Despite support for the resolution, the visa regime for Ukrainians traveling to Canada remains in effect for now.

For the new rules to take effect, the following is required:

an official decision by the Canadian government;

changes to immigration policy;

the technical implementation of the system for Ukrainian citizens.

In other words, this is currently a political initiative, not a government decision that has already been adopted.

Supporting the resolution to abolish visas for Ukrainians is an important step toward simplifying travel to Canada. The transition to the Electronic Travel Authorization (eTA) system could make travel faster and more accessible.

At the same time, the final decision rests with the government, so Ukrainians should keep an eye out for further official announcements.
