A traffic monitoring solution in the Latvian capital, Riga, has cut red-light violations by 66%, according to LMT Group.
The system was rolled out just over a year ago by LMT in nine locations.
The peak of violations was 3,636 in August 2025, with that number declining steadily through autumn and winter to 1,134 in February this year.
Riga Municipal Police manually issued 1,250 red-light violation tickets across the entire city in 2024, “illustrating the benefits of automated solutions for improved traffic management, while reducing strain on traffic enforcement resources”, LMT suggests.
The data shows that the worst hour for red-light violations is 4pm – 5pm – twice the number during the morning commute.
“Transport monitoring is not only an enforcement tool – it is also a way to make cities safer through data,” says Gints Jakovels, LMT’s computer vision and mobility solutions manager.
“Road fatalities remain a serious challenge across Europe, and Latvia is no exception. Solutions such as ours help authorities respond more effectively, while also giving city planners the evidence they need to improve infrastructure and reduce risks for everyone on the road.”
LMT’s traffic monitoring solution can also detect the illegal use of bus lanes and unlawful stopping at intersections.
Potential violations are forwarded to the city’s police and the Road Traffic Safety Directorate (CSDD), which assesses the incident and determines whether there will be further action and a penalty.
Latvia ranked fourth in the European Union last year for road fatalities, with 19,400 people across the whole continent killed – a drop of 3%.
“Smart control systems have become an indispensable tool for organising the city’s circulatory system – the traffic flow – preventing the intentional creation of congestion and ensuring priority for public transport,” says Andrejs Aronovs, deputy chief of Riga Municipal Police.
“The goal of technology is not to punish, but to instill self-discipline: we see that precise monitoring of speed limits, red lights, and traffic lanes helps create a safer and more predictable environment for every road user and even saves lives.”
The LMT traffic monitoring solution is installed in six cities in Latvia, as well as the Austrian city of Graz.
