It would make sense to target willingly unvaccinated people with Covid. Rather than everything.
They take longer to recover. Require more resources. Numbers are a lot smaller Vs vaccinated populations, so you’ll likely get more public support.
Restricting to Covid, you get to make the argument of actions have consequences but not withdrawing all care.
By saying unwilling, you could exclude children under 18 who may not have a choice and that wouldn’t be as acceptable.
