This implies the Sámi were inhabiting Scandinavia before “white people”, they were not. The Scandinavians are the indigenous people of northern Europe. This doesn’t imply the crimes that were committed against the Sámi is excusable though, but there’s important distinctions to be made in the rhetoric of such statements.
why point out that the sami are indigenous? Are the fins not? Did I miss a thing? or is that a exotic political term for a native minority

Aren’t all Finnish people indigenous ? What’s the deal with Eurasian nomads who settled into Finland being called indigenous , vs Nordic Europeans ?
I feel like the UN security block needs splitting into separate sections which would ultimately cause an alarm. A varied biddies of large, small, more powerful and less powerful… Somehow balance them.
Imagine that a larger percentage of these biddies would rule against it and China, if they couldn’t block them.
Though it simply could mean : add a lot of members and make a rule that the Ruled on/Alarmed over nations vote either wouldn’t count directly (could be considered -imagine an agreement on your self might have some diplomatic sequence (government alarming over some rebels ext.).
Or if more members then a total percentage of vote?
