Farmers first harnessed animals 4,000 years ago to do steady, repeatable work. Today, organizations have started harnessing artificial intelligence agents to render their autonomy into useful, sustainable and reliable work – that is, true co-workers.
To continue the analogy, a harnessed animal spares the famer from having to dig each seeding ditch. A harnessed agent can take over tasks like line-by-line coding in a way that keeps it in line with the agency or company’s requirements.
Deployment of agentic or autonomous AI has brought the need for a lifecycle approach to this technology. The approach starts with basic infrastructure planning and architecture and follows through to installation, integration and – crucially – validation. Especially in the federal sector, mission owners need to know that agents work in a way that’s not only functionally correct but also observable and within agency compliance and mission requirements.

Not your dad’s chatbot
The chatbot typified AI deployments a year or so ago, but the technology is moving fast. Organizations are looking for reasoning agents that have identities, authorizations, security profiles and tools. This is where harness engineering comes in, turning simple chatbots into what you might call first class co-workers.
Three components of the AI stack have matured over the past year to enable high-level, agentic co-workers:
Harnesses, the tools to orchestrate the resources needed for agents, have developed quickly. For instance, harnesses organize how agents interact with large language models, allocate tools such as APIs or coding capabilities, create feedback loops for agent training, and hard-code guardrails into agents, such as actions to not repeat.
Open-weight models, such as NVIDIA’s Nemotron or Google’s Gemma are among models that, while proprietary, come with publicly disclosed weighting. They let users run them locally for security and privacy, and adjust their parameters. That means you can tailor the LLM for your domain- or mission-specific needs.
Inference efficiency has reached the point where you can run operational workloads locally, rather than entailing the ongoing costs and security risks of public clouds.
Just what are the characteristics of this digital employee? One way of answering is by looking at what chatbots and robotic process automation (RPA) types of AI don’t have. Namely, no memory of what they did, no tools and no interaction with colleagues so they don’t coordinate or share learning.
From bot to co-worker
To turn an engine capable of reasoning and inferring into a colleague requires harnessing several capabilities and resources. These requirements recognize that AI, unless properly harnessed, can operate in a way that’s both logical and completely at odds with the mission needs. Specifically, at CTG, we’ve identified nine crucial capabilities our AI designers must harness in order to take bots to the next level.
Self-building. It executes but also improve with feedback. Such agents use tools with the ability to improve them or build new ones in a continuously improving manner.
It retains the footprint of what it did using transaction logs and memory. It can record its decisions and outcomes, perform semantic services by time or role, and keep going after a restart.
This crucial capability ensures the output matched the agency’s intent – not always a given! The AI self-reviews against metrics and fixes mistakes before execution.
The digital worker is aware of its own progress and, through inferencing, adjusts during a process if necessary. This separates capable agents from brittle scripts or RPA.
The AI includes a file system and RAM “scratchpad” so it can turn thinking, or inference, into action. If leaves information for the next session or for after a reboot.
Scheduling and events. The cron and hooks utilities enable the agent to perform tasks on a schedule. It must also react to change and be able to act off schedule if necessary.
Loop, orchestration. A true digital co-worker will not only act but also observe outcomes and revise its actions in accordance with the organization’s intent.
The AI needs hard-coded limitations, policies covering runtimes, and identity tied to authorities. This capability includes a gate for entrance by a human-in-the-loop.
That is, the AI is not a black box but rather something transparent and auditable using traces, adherence to metrics set for it, and replay so people can see what happened.
At the recent CTG/Dell AI Workshop in Huntsville, Alabama, speakers emphasized “secure, sovereign AI.” This theme set the event apart from more generic briefings and resonated with attendees, including NASA, Army and Space Force. The session combined hands-on demonstrations of agentic workflows with real-world, federal-aligned use cases, while drawing strong engagement around compliance, identity, orchestration and on-premises acceleration.
Collaborate, coordinate
Even with all of these capabilities, the AI agency remains not quite a full co-worker. That’s because it operates in isolation, as if alone in a room. The solution is an organization infrastructure in which the AI agents will operate.
The infrastructure consists of five layers that mimic what happens among humans: communication, shared knowledge, execution, transactions and work products.
In the comms layer, the AI agents message one another in a broadcast mode picked up by other agents with relevant roles. Similarly, in the shared knowledge layer, observations by one agent becomes available to others instantly.
The execution layer enables the assignment and subsequent handoffs of tasks from one agent to the next or lets an AI request help. In transactions, decisions get tracked in a reasoning audit trail.
Work products represent the culmination of executed processes, resulting in things like planning drafts, financial validation or procurement guidance.
For whatever process or mission your agency adds AI co-workers, CTG and its partners will see to it that deployments are secure. Each agent’s capabilities are explicitly granted and logged – and remain revocable. They’ll operate in a full security stack encompassing encryption, vetting in isolated sandboxes, and full control over access to tools, data and code.
