Ukraine and Finland have signed a framework agreement for the supply of complete equipment for gas-piston installations.

The first deputy prime minister – energy minister Denys Shmyhal said on Facebook that the parties have intensified cooperation with a focus on expanding distributed generation.

Key objectives of the agreement and implementation plan

According to the head of the energy bloc, the project will be implemented jointly with the Finnish-Ukrainian Investment Facility (FUIF) and JSC Ukrnafta through phased rollout of gas-piston distributed generation.

In the initial stage, an EBRD loan of 80 million euros has already been secured; a loan agreement has been signed, a state guarantee confirmed, and procurements are proceeding under EBRD procedures.

Financing and subsequent stages

Looking ahead, Ukraine plans to use financing from FUIF to scale the program, including by deploying gas-piston power plants based on Wärtsilä equipment.

All steps are aimed at quickly strengthening regional energy security, balancing the unified energy system, and supporting critical infrastructure.

Significance for joint energy stability

During the Helsinki meeting, Denys Shmyhal discussed with the Prime Minister of Finland the strengthening of energy cooperation and support for Ukraine.

The new agreement demonstrates joint efforts to diversify supplies and to leverage Wärtsilä’s manufacturing capabilities for the development of distributed generation in the region.
