check your lease agreement, must be there what is included under “komunālie pakalpojumi”. Since you have electricity and waste disposal already seperately, then most likely its water, sewerage, heating, gas. Asking the landlord would help to clarify these costs as well.

Some landlords/maintenance companies separate them each in its own section, some dont. You should ask the company if you really want to find out.
Considering everything else is covered that line should refer to water, sewage and heating.
Separately you have only electricity (1), electricity in common use space (4) and garbage disposal (3). That means that under communal services (utilities in your translation) are heating, cold water (and possibly hot too, unless you have your own water heating device), sewage disposal and possibly other stuff that you might have or not, like liquid natural gas (LNG) and others.
Looks like 137 for pretty much nothing.
There is no heating in may/june wich could be this expensive. No other things are this big, except eletricity.
Maybe you are paying every 3 months for heat?
Honestly, looks like BS to me. Ask them to itemise that part of the bill, because everything else is. It could be heating + water, but they are listing electricity separately, and that €137 thing looks way too suspicious. Asking other tenants might be a good idea too

* Do you have the said 4 people in family you are billed for? Waste disposal is usually averaged per person count in flat and you have number 4 there.
* Did you have any heating during May or at least beginning for May? That would explain difference between my ~50 “Komunālie pakalpojumi” (water + natural gas + no heating in May for me == 0 eur) and yours 137.
I have a direct contract with “Rīgas Namu pārvaldnieks” (one of the city service providers) so I see more positions I’m getting billed for. Bills for May was (4 rooms, suburbs):
* Elektrība (Electricity): 40 EUR
* Waste disposal (Atkritumu izvešana): 5eur per declared person. Your bill says it counts 4 people at a rate of 6.xx EUR piece.
* Apsaimniekošana (services like janitor, occasional small fixes in staircase, etc): 47 EUR (fokin Rīgas Namu Pārvaldnieks) against your 13.02+VAT
* Koplietošanas elektrība (lightbulbs in staircase): 3 EUR
Under your “Komunālie pakalpojumi” I have matching positions you are not billed for additionally:
* Water (cold + hot, including washing, kitchen and WC): ~40..50 EUR/family
* Natural gas: around 5EUR/month
* Heating (0 eur for May == no heating then, 70+VAT for April, 113+VAT for March)
Services like Internet/cable TV are usually paid directly to TV/Internet company.
