Wheelchair Ramps for the S Bahn.
To me it looks like a stand for wheelchair ramps to get people in wheelchairs onto the train, hence background.
I wonder why noone mentioned wheelchairs yet?!

I’ve seen a ramp thing used to get cleaning equipment onto the train. I’m not sure if it’s this kind specifically, but that’s one use for them.
Wheelchairs
Looks like ramps for wheelchairs. In the Rhein-Main Region, the ramps are a little bit lighter i think, and are attached to the train itself ( of course near the conductors seats on the front and the back of the wagon). But the S Bahns in Berlin look really really old, maybe they are just not equipped with these, so you have them at the stations. Makes sense, if the stations are not all accessible for wheelchairs, its not needed in every train, just at the stations that need them.
