  1. Those are both common expressions in German

    Am Rad drehen – going crazy about something

    In die Röhre gucken – you are left empty handed

    It’s obviously not something you actually do, but this guy thought it would be funny

  2. „Hier können sie am Rad drehen“ means „Here you can turn the wheel“, but „am Rad drehen“ also means „going nuts“.

    „In die Röhre gucken“ means „watching through the tube“, but can also be translated as „come away empty handed“.

    So it‘s just a RL Version of a „funny“ Shitpost image from Facebook or Twitter.
