Introduction
Primarily recognised for its regional influence in terms of economy and hydrocarbon dominance, the United Arab Emirates (UAE) has strategically repositioned itself as a progressive country in science, technology, and strategic innovation. It is a small West Asian Country with a population of only 9.3 million, out of which 89% are expatriates doing contractual jobs. Quite recently, it has expanded its influence beyond traditional areas of trade and diplomacy and ventured into newer areas of space exploration and polar research, reflecting technological ambitions and an improved strategic autonomy.
From the successful Mars mission to the establishment of the UAE Polar Plan, the evolving strategies of the UAE underscore a broader change in the way medium-sized powers plan influence in the 21st century. Through investments in advanced scientific fields, the UAE is using “science diplomacy” as an important geopolitical tool to be at the intersection of global innovation, environmental governance and international cooperation.
Strategy and Space Exploration
The UAE’s involvement in the global space race is a turning point in its development as a country. The Emirates Mars Mission (Hope Probe) launched in 2020 and successfully entered Mars orbit in 2021. This project included the UAE in the list of very few countries that have explored other planets.
The project not only has scientific goals but also researches the atmosphere on Mars and has great strategic importance. It has helped the UAE progress on the path of development in terms of local technological development, encouraging scientific ties between other like-minded countries, and increasing the country’s presence and visibility on the global platform.
The objective also fits in with the country’s bigger goals of economic diversification and growth driven by new ideas. The UAE wants to build a knowledge-based economy and rely less on oil money by investing in space science.
UAE’s goals are not restricted to Mars alone. The Emirates Mission to the Asteroid Belt (2028) and lunar exploration projects are examples of planned efforts, showing a long-term commitment to being a prominent actor in the global space ecosystem.
The Emirates Polar Program and the UAE’s Transition
One of the important areas regarding space governance is polar research. With its Emirates Polar Program, the UAE has entered this important domain, in addition to its other space exploration plans. The main aim of the program is to study the changes occurring in the Arctic and the Antarctic ecosystems because of climate change and biodiversity shifts.
The importance of the Emirates Polar Program can be explained with the help of a few points mentioned ahead –
Climate Change Leader: By investing in polar scientific research, the UAE is becoming a dominant player in global climate change governance.
Scientific Development: The program helps in high-level research progress and the growth of human capital, especially in the field of space exploration and research.
Geopolitical Position: The UAE’s position in polar regions helps it explore new geopolitical arenas, which are becoming more relevant and contested globally, because of climate change and the potential for resources available there.
In a nutshell, the Polar Program is part of a bigger goal to get involved with global commons, which are places that aren’t owned by any one country but are now increasingly important in international affairs.
Working on space and polar research has a larger meaning for the UAE. Their plan is to transition from an energy-based economy to a knowledge-based one. The objective of these projects is to introduce new concepts and ideas from all over the world within their country, push the scientific development in their country, and stabilise their economy in the long run.
They are also important for making a country’s brand stronger. By connecting with cutting-edge research and global issues, the UAE is changing how the world sees it. It is changing from a regional economic centre to a player that is responsible for the world and has advanced technology.
Global Diplomacy and International Collaborations
Space exploration is more about working together with other like-minded countries rather than competing. The ideology followed by the UAE sets its space program apart from other countries. For instance, the Mars mission was planned with help from some of the world’s most important institutions, showcasing the importance the UAE holds for working with other countries.
Apart from that, what makes this stance remarkable is the willingness of the country to follow the global rules for sustainable space exploration and maintain peace by signing agreements like the Artemis Accords. This strategy gives it more diplomatic strength, letting it work with big countries like the United States, while still being able to plan according to its own needs.
These kinds of programs show how working together on science may be a type of soft power that lets the UAE have more influence in world events than it should. Additionally, it showcases the UAE’s position as a strategic middle power that uses its unique strengths to gain a stronger position. Unlike the usual display of strength, like military or economy, the UAE displays different dimensions, like technological frontrunner, scientific capabilities, and global investments. This model helps the UAE build its own strategic identity while keeping good relations with big countries.
The UAE, OPEC and India:
The UAE recently quit the OPEC (Organisation of Petroleum Exporting Countries), suggesting a geoeconomic and geopolitical outreach from traditional West-Asian geopolitics. It is one of the few West Asian countries that has a close relationship with both India and Israel, besides the USA. The UAE signed a Comprehensive Economic Partnership Agreement (CEPA) with India on May 1, 2022. Prime Minister Modi is visiting the UAE on May 15th, 2026. This would be his eighth visit to the UAE since taking office in 2014. Both countries are likely to sign a strategic defence partnership, also in view of the changing security situation in West Asia. Incidentally, the UAE and its rulers have taken a very progressive, scientific and tolerant view internationally. It is one of the few Islamic nations that has recently built a Hindu temple for its expatriate workers of the Hindu faith. De facto, a new trilateral of India, Israel and the UAE is emerging without a formally signed treaty alliance.
Conclusions
The UAE’s geopolitical ambitions, as reflected in its space exploration initiatives and the Emirates Polar Program, signal a transformative shift in how states pursue influence in the modern world. By integrating science, technology, and diplomacy, the UAE is redefining the contours of middle-power strategy. Its strategic partnership agreements with the USA, India and Israel suggest that this small nation has Himalayan strategic ambitions.
These efforts are not merely symbolic achievements but part of a long-term vision to secure relevance in an increasingly competitive and complex global order. As the domains of space and polar regions gain strategic importance, the UAE’s active engagement positions it as an emerging player in shaping the future of global governance. All future governments in India, irrespective of party affiliations, should continue to nurture a strategic bilateral relationship with the UAE, as it is already providing strategic dividends to India in that part of the world.
