Lol, so: mister eco warrior doesn’t enjoy those big led wall screens blasting advertisements at the train station, so he pulls the plug.
Security gets called and he’s taken of the train.
He will get fined for delaying the train.
A few moments later one of the aforementioned led panels gets removed by mayoral order because it’s an urban infraction.

Does it mean it’s perfectly legal to turn off avertissement if you don’t plan to catch a train ? because more people should do it
