
I got my evaluation report from uni-assist & confused by the highlighted part. I cannot get the visa approved as of yet since I don’t have any offer letter yet (and w/o them, I can’t have insurance/block account), but, I can apply for it with the document as proof? Can anyone tell me how this works?

It says you can apply with the letter, but it does not guarantee you will be accepted
As it says, it’s referring to a study **applicant’s** visa, under [§17 Residency Act](https://www.gesetze-im-internet.de/englisch_aufenthg/englisch_aufenthg.html#p0350). If you want to enter Germany before actually getting admitted, then you can apply for a visa for the purpose of *applying* to studies. The highlighted part is saying that you can use this letter to apply for such a visa.
This is different from the actual student visa under [§16b Residency Act](https://www.gesetze-im-internet.de/englisch_aufenthg/englisch_aufenthg.html#p0275), which requires a proof of admission and is probably what you are aiming for.
If you are not planning on applying for an applicant’s visa and entering Germany before gaining admission to uni, then the highlighted part is not relevant to you.
You can open a blocked account with just your passport, no other documents needed.
Same for insurance.
The highlighted part says they’ll provide you with a document that you can submit to the embassy, but that document is in no way a guarantee that the embassy will actually issue you the required visa.
