Intel (INTC) shares have risen more than 6x over the last year, currently trading at more than $120 per share.

What’s driving this now? Several factors are coming together. The manufacturing roadmap has finally begun to appear credible, justifying the $100 billion the corporation has invested in the foundry expansion. The CPU market is experiencing a resurgence driven by agentic AI. Additionally, the United States policy environment now practically necessitates Intel’s success – Washington is not going to allow the sole domestic leading-edge fabrication facility to fail.

However, there is a caveat. With a valuation exceeding 100x consensus forward earnings and trading close to historical highs, the turnaround may already be largely factored into the price. Below, we outline the thesis and the critical risks we are monitoring closely.

Investment Thesis

Intel Foundry Services (IFS) Expansion And Adoption of the 18A Node by 2026

The main long-term thesis is that Intel will effectively implement its ‘IDM 2.0’ (Integrated Device Manufacturer) strategy, transforming its manufacturing division from a cost burden into a highly profitable external foundry. The success of this strategy relies on timely ramping of the 18A process node and converting its announced pipeline of significant clients into high-volume manufacturing revenues, thereby establishing a credible Western alternative to TSMC. Supporting this thesis, Intel’s core server CPU division is set for a revival as agentic AI workloads increase. The CPU is revitalizing its role as the coordination layer of the AI architecture – managing orchestration, memory handling, and task routing across multi-agent systems that GPUs alone cannot operate – thereby greatly extending Intel’s potential server market.

Mechanism: Intel realizes value by leasing out its unused fab capacity to external fabless companies (e.g., Google, Nvidia). Achieving success would not only produce a new high-margin revenue stream but also compel improved cost management and efficiency within its internal product divisions. Importantly, Intel is its first customer for the 18A process – Panther Lake and Clearwater Forest utilize 18A – implying that the node is internally validated on actual volume prior to external client commitments, mitigating the risks of the foundry presentation even as it concentrates execution risks on a single process.

Data Center and AI (DCAI) revenue re-accelerated to +22% YoY in Q1 2026, providing the necessary cash flow to support the turnaround.According to Intel’s latest earnings call, the CPU-to-GPU ratio in AI implementations is shifting from about 1:8 to 1:4 and may soon reach parity, indicating a structural increase in server CPU demand per AI cluster.Intel Foundry Services (IFS) has secured and disclosed partnerships with major technology firms such as Microsoft, Google, and Nvidia for various services.The company stands to benefit significantly from the U.S. CHIPS Act, receiving billions in subsidies that alleviate the substantial capital investments necessary for the turnaround.Primary Risk

The principal risk involves the failure to implement the turnaround effectively, manifesting in two scenarios: 1) Ongoing loss of market share in the high-margin Data Center sector to AMD (AMD) EPYC and ARM-based options, undermining the primary profit source. 2) Delays or subpar yields from the critical 18A process node, which would compel potential foundry customers to remain with TSMC and result in Intel’s future products being noncompetitive.

These two risks are also self-perpetuating. A decline in server market share deprives the foundry of the internal volume necessary for optimizing 18A yields, while any setbacks with 18A leave Intel without a competitive offering to regain market share.

Mechanism: The thesis collapses if the foundry (IFS) fails to generate profits, continuing to be a multi-billion-dollar quarterly drag on earnings, while the core data center operation keeps losing its most profitable market share to rivals. This sets off a negative feedback loop where future investments fail to yield returns, as the legacy business continues to shrink. Additionally, Intel’s valuation at near historical peaks allows little room for setbacks. Even a slight delay in 18A timing or a singular quarter of accelerated server share loss could cause a drastic compression in multiples.

Intel’s server CPU market share dropped from 72.8% to 66.8% YoY in Q1 2026, with AMD’s data center revenue exceeding Intel’s for the first time.The Intel Foundry division incurred a tremendous $2.4 billion operating loss in Q1 2026 alone.Competitors Nvidia and AMD are rapidly expanding their respective data center segments at much higher rates (92% and 57% YoY compared to Intel’s 22%).

With Intel trading near historical peaks at over 100x forward earnings, utilizing a rule-based investing framework helps eliminate momentum-driven sentiment, ensuring capital allocation is dictated by hard manufacturing metrics like 18A node monthly yield improvements and committed contract wins rather than sovereign policy headlines.
