Mine was refused for wearing earrings
Basically picture requirements are for a machine to be able to detect your face dimensions, eye spacing and color, etc so you can be recognized at least through this criteria at automated portals.
Here to me:
– it’s not sure I’m able to determine where the face stops at the top
– I am not sure your shoulders were at same level (but I may be misled by the necklace)
– all accessories must be removed it seems (so earrings and necklace may be KO)
At the end of the day, your commune may also be more or less friendly (eg Evere is a pain on ID pictures). But reality is if the picture does not comply, even if they accept it, you may end up losing hours in leaving/entering the country.
I flew London to Schiphol few weeks back, out of the 5 persons in front of me at passport automated gates, I was the only one granted access. Others had to go back to manual control (and they did not hold UK passports judging by the color).
