Not seeing the issue here. The Oireachtas services are buying some wine in order to sell it in the bars and restaurants they run. That’s what bars and restaurants do.
The only particular difference is that they’re going to stick a “House of the Oireachtas” label on it. That’s a good idea, makes a nice gift for delegates. I’ve an extended family member who worked in Leinster House (as an usher), and he’d give these as gifts to people who were a bit interested in politics. They’re just bought like any other bottle of wine.

Probably a good business idea in fairness, buying in bulk for in-house bars and restaurants, and that there’s probably an inherent value in the branding of a “house wine” for the national institutions for visiting delegates.
Not everything that gets FOI’d is a scandal.
Maybe they can get the same manufacturer that Kylie Minogue uses ;P
