Looks like antenna to me.
Probably a wire antenna used by a HAM radio operator.

It’s obvious that people that comment this are not from Norway. This thing is just normal rope that is super long. When trolls take out houses or summer houses. We can follow the rope to retrieve the house. Trolls are allergic to those trees so that we know thay will not take the rope off. This is also why we try to have a tree near every house in Norway.

It is a type of electric fence. Christians hang this over their buildings if the building is close to the mountains. They believe it will keep trolls off the house or cabin, but is usually will not help… Trolls will not see it, and the smell of “kisten manns blod” will have driven the troll to a rage…
