NTT DOCOMO GLOBAL is working with Accenture and Amazon Web Services (AWS) to further develop its Universal Wallet Infrastructure (UWI) as a trust and governance layer for enterprise agentic AI, addressing growing concerns around accountability and oversight as autonomous AI systems take on more complex tasks.
The initiative focuses on extending UWI to support the verification, governance, and audit of AI-driven actions, initially in software development environments before expanding to broader digital workflows.
As enterprises move beyond AI pilots and deploy autonomous agents in production environments, organizations face increasing pressure to maintain visibility over how AI systems operate, what actions they take, and whether those actions comply with internal policies and regulatory requirements.
According to NTT DOCOMO GLOBAL, existing software supply chain and security frameworks were not designed to monitor autonomous AI activity at scale. The enhanced UWI framework aims to provide a consistent way to identify which AI agent performed an action, confirm whether it had the necessary authority, and create verifiable records of how decisions were made.

UWI, which was co-developed by NTT DOCOMO GLOBAL and Accenture, serves as an enterprise-grade interaction layer that enables organizations to issue, verify, and manage digital identities, money, and digital objects across different systems and organizational boundaries. Built on open standards, including decentralized digital identities and verifiable credentials, the platform is already being used in enterprise environments.
Under the collaboration, NTT DOCOMO GLOBAL will provide the trust infrastructure through UWI, Accenture will contribute technology strategy and product engineering expertise, and AWS will provide the cloud and AI services needed to support AI-driven development workflows at scale.
The companies have also published a joint whitepaper: Agentic Trust Layer: Building the Foundation of Trust for the Age of AI Agents – Software Supply Chain Governance through Verifiable Credentials and Agentic AI. The paper outlines reference architectures that integrate Software Bills of Materials (SBOMs), AI-specific SBOMs, verifiable credentials, and agent identities into software development processes to improve traceability and auditability.
The document also examines how trust mechanisms can be incorporated into AI agent execution environments, including architectures built on Amazon Bedrock AgentCore, an AWS service that provides runtime, observability, and governance capabilities for AI agents.
