Yes, on local trains. Will take quite a while though.
yes you can but you have to use slower regional trains and change trains several times

You can travel between any two stations that are connected to each other using only regional trains.
Taking Munich-Aachen as an example, you’d be looking at ~11 hours travel, with five or six changes, and if one of those trains is late enough to make you miss your connection, it will take longer.
It is possible to that route on regional transport alone, but be orepared for ut to be a very long trip, with many stops.
Years ago, before the 9€ ticket, i used the Quer Durchs Land Ticket (which is something like the 9€ ticket, but only for a day and more expensive) to get from Würzburg to Hamburg. Iirc, it was 9 hours, with 6 stops for switching trains.
Your route will be longer
Theoretically, you can take local/regional trains all the way from Munich to the Dutch border.
However, using local trains only, it would take at least 11 hours from Munich to the Dutch border, with four or more train changes. Almost inevitably, you’d miss one or several of those connections, adding additional hours to your travel time.
