I applied Blue Card 12.04.2022. After 11 weeks, yesterday I got an email from Berlin Immigration Office. They said Bundesagentur für Arbeit rejected my approval because of my salary. They also said in the email ‘Nach Rückmeldung durch den zuständigen Arbeitgeberservice sollte das ortsübliche Entgeld bei 4,000,00 Euro brutto liegen. Der Arbeitgeber zahlt 3,667,00 Euro.’ which means ‘The local fee 4,000 EUR gross per month. The employer pays 3,667 EUR gross per month’.
I replied to the email. I said ‘I know a friend has the same title of job and same salary and graduated from the same university/department with me. She got her blue card but I didn’t get it. That’s why I am really confused.’ They said only ‘Without changing the documents, it makes no sense to ask the Federal Employment Agency again. You are also welcome to contact the Federal Employment Agency yourself.’
So I am not hundred percent sure to apply blue card again. I also sent an email to Bundesagentur für Arbeit about my situation.
What should I do right now? If you have an opinion please share with me.

Edit: I am a software developer. My salary is 44,000 Euro gross ler year which is over 43,992 EUR which is a limit for shortage occupation according to prerequisites for Blue Card –> https://service.berlin.de/dienstleistung/324659/en/

Find a better paying job or a job that pays the same, but in an area with lower salaries in general.
Can you tell the employer that the difference between having you and not having you is 333 Euro a month and see if they can pay you more?
Also, talk to a German immigration lawyer to help you with the paperwork.
Renegotiate with your future employer.
Are you paid 13 salaries or 12 salaries in a year? Does your contract or company policy specify any annual bonus?
But his yearly salary is above 43992. They are expecting you to get 48000? It doesn’t make any sense. Wtf??
