Ukraine and Lithuania signed a joint declaration to accelerate energy recovery for schools and hospitals. The agreement promises funding and equipment transfers that could change how social infrastructure withstands outages.

In Gdańsk, at the URC2026 Recovery Conference, the Ukrainian government, led by First Deputy Prime Minister and Energy Minister Denys Shmyhal, and Lithuania’s Energy Minister Žygimantas Vačiūnas signed a Joint Declaration on strengthening energy resilience and restoring the system.

According to Denys Shmyhal, as published on his Telegram channel, this was confirmed by the signing of the document and the agreement on joint actions.

As part of these arrangements, Lithuania will allocate €4 million for installing solar panels and energy storage systems at social infrastructure facilities, including Ukrainian schools and hospitals

Financing and Use

Among the priorities is the direct use of funds for Ukraine’s social infrastructure, including educational and medical facilities where energy resilience needs to be restored.

Equipment previously transferred by Lithuania is already being used under the “Ray of Hope” program, thanks to which six Ukrainian healthcare facilities have their own generation, and another facility is at the stage of developing technical solutions.

Among the directions of cooperation, urgent support for the energy sector is also named: supplying transformers, generators, critical spare parts, and other equipment according to Ukraine’s needs.

Dismantling equipment from the Vilnius CHP and the Ignalina NPP is already being used in Ukraine to repair energy infrastructure.

Under the Ray of Hope program, since the start of 2026, 21 hospitals have commissioned solar panels with a total capacity of over 1.8 MW.

This cooperation with Lithuanian partners confirms Ukraine’s commitment to ensuring energy resilience of social infrastructure and accelerating the recovery of the country’s energy sector.
