ISABELA — The City of Ilagan is strengthening its environmental sustainability and circular economy programs through the European Union-Philippines Green Economy Partnership Program.

Mayor Josemarie Diaz said the partnership provides opportunities for Ilagan “to further enhance our environmental programs while serving as a model for other local government units seeking to adopt circular economy practices.” The collaboration is anchored on Specific Objective 2 (SO2) Green LGUs of the Green Economy Partnership. The component is led by the Department of the Interior and Local Government and implemented by the United Nations Development Program Philippines.

It aims to empower local government units and communities to lead inclusive circular economy transitions.

Under the program, Diaz said Ilagan is focusing on reducing plastic and organic waste, generating green jobs, improving resource efficiency and building climate-resilient local systems based on sustainability principles.

City officials said the approach links waste management reforms with livelihood opportunities and climate adaptation.

The Green LGUs initiative is part of the broader EU-Philippines Green Economy Partnership, which is funded by the European Union through its Global Gateway Initiative and spearheaded by the Department of Environment and Natural Resources.

The program seeks to support a green, just and sustainable future by promoting innovative approaches to environmental management, resource efficiency and climate action.

Diaz said the city has gained recognition for advancing inclusive and locally driven circular economy initiatives. These include efforts to strengthen waste management systems, promote environmental stewardship and contribute to sustainable development at the community level.

He said the cooperation also reaffirms collaboration between the Philippines and the European Union in addressing environmental challenges and promoting sustainable development at the local level.

Diaz also noted that strengthening partnerships between local governments and development organizations is important in building climate-resilient and environmentally sustainable communities.

“I welcome the continued support from the European Union and other development organizations in helping our city implement programs that protect the environment, generate economic opportunities and improve community resilience,” he said.

As Ilagan continues to pursue community-centered environmental programs, Diaz said partnerships with international development organizations are expected to accelerate the city’s transition toward a greener, more sustainable and climate-resilient future.
