At a Berlin press conference Estonia’s prime minister warned that Russia remains intent on seizing Ukraine, urging faster EU action and clearer integration roadmaps.
Estonia calls on the EU to unhesitatingly open all negotiation clusters for Ukraine’s admission to the EU and to strengthen support for Kyiv. This position was expressed by Prime Minister Kristen Mihal during a joint press conference in Berlin with Germany’s Chancellor Friedrich Merz and the leaders of Latvia and Lithuania.

The EU must outline a clear roadmap for Ukraine’s integration into the European Union
The Prime Minister of Estonia warned that the latest massive strikes by Russia against civilians indicate the Kremlin’s goals have not changed. He stressed: Russia continues to seek to capture all of Ukraine and to divide Europe, therefore the West’s response should remain consistent and strengthen – including through greater military support for Ukraine.

According to Mihal, the EU has already mobilized new financial resources, however allies must act more actively also on a bilateral level. Estonia has undertaken to provide military aid of no less than 0.25% of GDP each year, and last year this figure reached 0.35% of GDP.
A just and lasting peace also requires a clear path to the European Union. Ukraine has long been ready. Now the EU should not shy away from fulfilling its part of the work and must unhesitatingly open all negotiation clusters. This is not a service to Ukraine, it aligns with the strategic and economic interests of the European Union itself. This is how we defend peace in Europe

According to the foreign ministers of Ukraine and Estonia, during the Tallinn meeting they discussed strengthening Kyiv’s support, maintaining pressure on Russia, pushing Ukraine’s accession to the EU, and post-war reconstruction. Such signals underscore a shared European course to support Ukraine and ensure security in the region.
Estonia’s stance reflects the European partners’ aspiration for effective support for Ukraine and to strengthen coordination among EU member states in the long-term process of integration and post-war reconstruction.
