My guess is that the US probably won’t reject the F-16 request. If the US were going to tie F-16 access to not deploying the S-400, I think that it probably would have been done back when Turkey was talking about deploying the S-400 in the first place.
I don’t think that Turkey’s going to get access to the F-35 again, though.
