ISTANBUL/BISHKEK — Central Asia’s fuel markets are absorbing the shock of Russia’s refinery crisis, with higher-octane gasoline shortages reported in Kyrgyzstan, prices rising in Uzbekistan, and Kazakhstan tightening controls to protect its own market.
