I’m as against dependence on Russian gas supplies as I think you can reasonably get, but I still think that payment is due for goods and services rendered. If Moldova consistently can’t pay for the gas then the government needs to reach some kind of solution.
It would help if Russia wasn’t actively destabilizing the country; I have a hunch Moldova might do a better job of paying its bills without Russia propping up Transnistria and continually interfering in Moldovan politics. So it’s not like Russia’s completely in the clear here.

Likely that both power and gas are being subsidized to the benefit of local oligarchs – with the price being paid by workers and peasants.

And put in high quality methane collectors.
Same with food waste facilities.
And begin to develop subsurface methane storage and injection sites, so that methane can be bought at a deep discount when the market is depressed – as it was in early 2020 ]
