Bulgaria Intermodal Terminal Grants Open

Bulgaria has opened €10.65 million in intermodal terminal grants for operators planning equipment purchases, specialised IT systems, and upgrades to rail, road, or cargo-handling infrastructure.

Grant range and eligible terminal operators

The Bulgarian Ministry of Transport and Communications⁠ launched the second competitive call on 21 July 2026. The programme provides €10,652,770 in non-repayable support, financed by the European Regional Development Fund through Transport Connectivity 2021–2027.

Individual projects may request between €766,937 and €2,045,167. Eligible applicants include operators of rail, river, maritime, logistics and freight-forwarding terminals in Bulgaria’s North-West, North-Central, North-East, South-East and South-Central regions.

What the grants can fund?

Funding is intended for the modernisation or expansion of existing terminals in less developed regions. Operators can propose purchases of equipment designed for intermodal handling, specialised IT solutions, and construction or rehabilitation of railway and road links and cargo-handling platforms.

These investments address the points where freight transfers between rail, road, maritime and inland-waterway transport. The programme is intended to improve coordination between modes while supporting logistics chains that can move a larger share of freight by rail and waterways.

The Transport Connectivity Programme⁠ says the second call uses funding left available after the first procedure. That makes the new round a continuation of the existing support scheme rather than a separate terminal-construction programme.

Applications move to electronic selection

Project proposals must be filed exclusively through the “E-application” module in Bulgaria’s ISUN information system⁠. The process is competitive, and funding will be directed to projects assessed as making the strongest contribution to the intermodal network and the competitiveness of freight transport.

For successful applicants, the next step is therefore project evaluation before any grant award. The announcement does not identify winning terminals or confirm that construction, equipment purchases or IT deployment have begun.
