  2. I’m confused by this. It is widely expected that the EU will confirm sanctions don’t apply to Kaliningrad, a move which Lithuania said they would support. Why would new sanctions then apply to Kaliningrad? The article suggests it may be a Lithuanian decision only which contradicts their position on EU clarifications.
