Agentic AI helped reduce complex administrative workloads during Germany’s first pilot programme.

Germany’s Federal Ministry for Digital Affairs and Public Sector Modernization (BMDS), together with DigitalService, has launched the second phase of its Agentic AI Hub, expanding a national programme designed to help municipalities deploy autonomous AI systems while building the institutional mechanisms needed to scale AI across the public sector.

The expansion follows a three-month pilot conducted between March and May 2026 involving 20 projects across 19 municipalities in partnership with nine start-ups.

According to the final report, agentic AI reduced processing times for complex administrative procedures by more than 90%, saving up to 28 hours per process. Ninety-five per cent of participating municipalities reported high satisfaction with the solutions, while half of the tested applications were considered ready for adoption by other local authorities.

Building on the pilot, the government is introducing measures to support wider deployment, including procurement pathways for participating municipalities, a data protection assessment assistant and a dynamic procurement system intended to simplify the adoption of AI technologies across the public sector.

The second pilot phase will run from 7 September to 30 November 2026. Municipalities will submit administrative challenges, after which start-ups will propose AI solutions aimed at simplifying complex workflows and improving public service delivery.

Why does it matter?

The programme illustrates a broader shift in public-sector AI from experimentation to institutional deployment. Rather than evaluating isolated pilot projects, Germany is developing the procurement, governance and data protection frameworks needed to integrate agentic AI into routine administrative processes.

The initiative may also provide a model for other governments exploring autonomous AI systems. Demonstrating measurable productivity gains is only one part of successful adoption; creating trusted mechanisms for procurement, oversight and compliance will be equally important if agentic AI is to become a sustainable component of digital government.
