Johnson has certainly done nothing to fix any of the big problems in society. He has talked a good game, making a lot of promises and giving advertisers a lot of money to come up with the next three word slogan, he has done nothing to make any of those a reality though. He can say Labour are weak or the EU are bullying us but none of those really change the fact that Johnson has no intention of actually doing the hard work of being PM. He is in it for the photo ops and the money, not actually doing the job.
