Sounds like the same thing as the iJacker on iRadio maybe 10 years ago?
They gave clues of the location and you had to go up to them and ask them if they’re the iJacker

Cork’s 96FM had one for years. I almost had him in college, but I never walked up to him and asked. I got scared last minute 😂🤷♀️
Loved it! Never caught but asked a few times in the right place just had missed him
