Did USCIS eliminate paper filing on August 11, 2026?
No. The rule gives USCIS authority to require electronic filing in the future. It does not itself make every USCIS benefit request electronic-only.
Can USCIS make any form electronic-only immediately?
No. Before USCIS can mandate electronic filing, the benefit request must have been available for electronic filing for at least 180 days. USCIS must then provide at least 60 days’ advance notice before the mandatory requirement begins.
Will every immigration form eventually become online-only?
The rule does not establish a date by which every USCIS form must become electronic-only. USCIS will decide separately whether and when to mandate electronic filing for particular forms, classifications, or types of requests.
Can someone still file on paper after USCIS makes electronic filing mandatory?
The rule establishes a waiver process for individuals who can demonstrate that mandatory electronic filing would create undue hardship. A waiver must be approved before the related benefit request can be submitted on paper under that exception.
