Detention centers that house immigrant children in Texas and California will be overseen by court appointed monitors after a judge found persistent violations with a decades-old settlement governing the treatment of detained minors.

Chief Judge Dolly Gee appointed an independent monitor and special master on Monday to review and report the government’s compliance with the Flores settlement, struck in 1997.

They will be responsible for reviewing compliance with standards for how long children should remain in custody, access to soap, conditions of confinement, and medical care.
