Seems to me this is the kind of offence where the criminal justice system can absolutely provide a deterrent simply by ensuring people are caught and given strong sentences. This isn’t a spur of the moment offence, or something you can do accidentally, and for most, the stakes won’t be high enough to risk serious punishment.
Or maybe the police could do their job and pull offenders over so they quit their rubbish driving then and there whilst being able to identify who the driver is? Oh wait they don’t make so much money with that style of policing…
Getting off traffic offences is just a loophole game.
