Ukraine may receive $12.7 billion in international aid by the end of 2026 — everything depends on votes in the Rada

Ukraine may receive $12.7 billion in international financial support by the end of 2026, but receiving these funds depends on fulfilling a number of conditions and the adoption of necessary laws by the Verkhovna Rada.

The Verkhovna Rada Budget Committee noted that this funding is within the framework of four main support programs for Ukraine — Ukraine Facility, Ukraine Support Loan, as well as cooperation programs with the International Monetary Fund and the World Bank.

“Currently, the task of the parliament and government is to focus as much as possible on completing the homework that international partners set before us as a state: to vote on the necessary laws and subordinate acts for which partners effectively give us money to support the budget,” the committee said.

Which laws the Rada must adopt

Next week, the parliament plans to consider a number of bills, the implementation of which is a condition for receiving international support.

In particular, these include:

an anti-corruption strategy for 2026–2030;
launching a competition to select members of the Accounting Chamber;
restoring certain provisions of the law on state aid to business entities;
improving the functioning of industrial parks.

Consultations with the European Commission are also ongoing regarding the bill on restoring competitions for civil service. It may also be adopted soon.

There is enough money for payments to military and civilians

The head of the budget committee stated that currently the state has funds to fulfill its social and military obligations.

“At present, the situation with all payments guaranteed by the state both to servicemen and civilians is under control. That is, there is money for these payments,” she said.

In June, the Verkhovna Rada increased state budget expenditures for the monetary provision of defense forces by UAH 174 billion. In addition, the budget provides UAH 144 billion in reserve for the defense forces.

Some unused funds from other budget programs may also be reallocated to military needs.

At the same time, Ukraine is negotiating with the European Commission about the possibility of bringing forward part of the funding planned for 2027 and receiving the corresponding tranche already in 2026.

Earlier, President Volodymyr Zelenskyy noted that Ukraine needs about €6.8–8.5 billion to ensure a “normal start” next year. Another approximately €17 billion is needed for payments to the military, assistance to families of the deceased, and covering other defense expenses.
