The pro-Russian hacking group Server Killers, which has been active since 2023 and previously targeted resources in Romania and Canada, has carried out a series of large-scale cyberattacks against Norway’s government sector.
According to Ukrinform, the Center for Countering Disinformation under Ukraine’s National Security and Defense Council stated this on Telegram.
The post said that the pro-Russian hacking group Server Killers had carried out a series of large-scale cyberattacks against Norway’s government sector. The attackers had targeted the Norwegian Agency for Digitalisation, causing dozens of government services to experience disruptions for three days. It also said that information concerning the country’s state budget had been leaked.

According to the CCD, the Server Killers group, which has been active since 2023 and previously attacked resources in Romania and Canada, claimed responsibility for the attack and cited its motive as retaliation for Oslo signing a strategic partnership agreement with Ukraine and continuing financial support for Kyiv through 2027.
The CCD stressed that using cyberattacks as a direct response to European countries’ diplomatic and financial decisions is a classic manifestation of Russia’s hybrid warfare. The main purpose of such operations is to pressure Ukraine’s allies.
The center also believes that Russia’s systematic attempts to undermine support for Ukraine through hybrid attacks require a decisive and coordinated response from the international community. Strengthening joint cyber defenses among partner countries and imposing new sanctions against pro-Russian hacking networks are necessary steps to effectively counter hybrid threats.
As Ukrinform reported, Russian-speaking hackers used SpaceX’s AI assistant Cursor to hack at least seven companies in Europe and the United States earlier this year.
