The project aims to build blocks of flats to promote the availability of low-cost rental accommodation in the regions for professionals in various sectors. It is envisaged that private partners will be responsible for the design, construction and management of these properties. For their part, the state and local authorities would be required to ensure that rents are affordable and in line with the average income level in the municipality.
