White House pressures U.S. space companies to skip Paris space summit
Divergence between political and business interests deepens amid U.S.-EU race for space defense market leadership

U.S. space companies have withdrawn one after another from a French-hosted international space summit under pressure from the White House, bringing the struggle between the United States and the European Union (EU) for leadership in the space industry into the open. Europe is reinforcing its security foundations through a space shield and an independent satellite communications network, while seeking to reduce its reliance on U.S. companies by consolidating satellite manufacturers and fostering private launch providers. As Europe’s push for defense autonomy, extending to nuclear deterrence and drone defense networks, drives a broader restructuring of the space industry, Washington also appears to be stepping up its efforts to keep the bloc in check.
Four Companies, Including SpaceX, Pull Out of Space Summit
According to Politico Europe on Sept. 7 (all dates local), four U.S. space companies—SpaceX, Blue Origin, Stoke Space and Starcloud—told the French government on Sept. 4 that they were withdrawing from the event. The Paris Space Summit will be held on Sept. 9–10 with representatives from some 120 countries in attendance. French President Emmanuel Macron has argued that France and Europe must avoid dependence on U.S. technology and establish independent satellite launch capabilities and their own global satellite communications system.
According to Reuters, an official from the White House Office of Science and Technology Policy (OSTP) told several U.S. space companies during a conference call last week that their attendance could be perceived as an endorsement of European policy positions that differ from those of the United States. Reuters reported that the White House officials on the call did not explicitly instruct the executives to stay away but strongly recommended that they do so. Although no formal directive was issued, the companies interpreted the message as de facto pressure to withdraw.
EU Accelerates Push for Space Security Autonomy
The Paris Space Summit comes as relations between Europe and the United States have grown strained not only over space policy but across a broad range of issues. The transatlantic tensions coincide with Europe’s effort to build an independent space defense system. European Commission President Ursula von der Leyen is expected to use her address at the Paris Space Summit to unveil a detailed action plan for the European Space Shield, which the EU incorporated into its defense readiness roadmap last year.
The European Space Shield focuses on protecting EU satellites and space assets from hostile acts. Its core objectives include achieving near-real-time awareness of space activity, countering signal jamming and satellite signal spoofing, attributing attacks, and strengthening coordination among member states. The EU reportedly plans to integrate its government satellite communications network GOVSATCOM, independent satellite communications network IRIS², Galileo satellite navigation system, and Copernicus Earth observation program into a single security network. The initiative also encompasses a space surveillance system to track hostile satellite activity, capabilities to counter signal jamming and position-data manipulation, and on-orbit satellite inspection and servicing functions. The aim is to establish an independent space defense foundation at a time when Europe relies on U.S. satellite communications and intelligence assets for everything from military communications to civil aviation and shipping.
IRIS² will provide the industrial foundation. According to the European Space Agency (ESA), the European Commission and the SpaceRISE consortium agreed last month to expand the IRIS² constellation to 348 satellites and begin launches in 2029. The plan calls for deploying 330 satellites in low Earth orbit and 18 in medium Earth orbit to provide encrypted communications to European governments, armed forces, and security and emergency-response agencies. European companies including Airbus Defence and Space (D&S), Thales Alenia Space (TAS), and OHB will participate in satellite manufacturing and the construction of ground infrastructure. The initiative is seen as an effort to channel defense demand into orders and technological accumulation for European companies while building a sovereign European supply chain in a satellite communications market dominated by Starlink.

Uncertainty Over U.S. Nuclear Umbrella Fuels Push for a ‘European Nuclear Deterrent’
Europe’s decision to place the space shield at the forefront of the summit also reflects a bid to secure industrial leadership. Last year, the European Commission grouped drone defense, Eastern Flank surveillance, air defense, and the space shield into four flagship defense projects. In April this year, it announced plans to invest $1.24 billion in 57 European Defence Fund projects. The underlying logic is that launch vehicles, navigation, Earth observation, and secure communications must be connected through European procurement networks if security demand is to translate into higher production and technological accumulation for European companies. Ahead of the summit, the ESA likewise stressed that the capabilities secured today will determine the scope of Europe’s participation and its influence over decision-making in future space exploration.
Europe’s development of an independent space defense system is also an extension of its broader push for defense autonomy. In March, France unveiled a plan to use its nuclear forces as a deterrent for the security of Europe as a whole. France is the only EU member state with its own nuclear arsenal. The United Kingdom is also a nuclear-armed state but has left the EU. When the plan was announced, eight countries—the United Kingdom, Germany, Poland, the Netherlands, Belgium, Greece, Sweden, and Denmark—expressed an intention to participate, while Norway joined the group in May. Norway signed the Narvik Agreement with France and agreed to continue consultations on how French nuclear forces could contribute to strengthening European security and deterrence. According to the Norwegian government, the Narvik Agreement covers military assistance in a contingency, Arctic operational planning, joint exercises, and pre-positioning of equipment, as well as cooperation in space, cyber, maritime security, and the defense industry.
Countries participating in the forward-deployed nuclear deterrence framework would, when necessary, receive support through rotational deployments of French strategic bombers and nuclear deterrent forces. President Macron has left open the possibility of temporarily deploying nuclear-capable Rafale fighter jets to European allies, although authority over the use of nuclear weapons would remain exclusively with the French president. Norway has also maintained that the North Atlantic Treaty Organization (NATO) and the U.S. nuclear umbrella will remain the pillars of its security. The emphasis is therefore on strengthening Europe’s own response options in preparation for any weakening of U.S. defense commitments.
From Detecting Unauthorized Drones to Neutralizing Them
In low-altitude airspace, the Drone Wall is emerging as a test of Europe’s ability to put its defense autonomy agenda into practice. In September last year, European defense ministers agreed to pursue a joint network for detecting, tracking, and neutralizing unauthorized drones, centered on eastern-flank countries including Poland and the three Baltic states—Lithuania, Latvia, and Estonia. The European Commission subsequently formalized the plan through the European Drone Defence Initiative and Eastern Flank Surveillance projects. Twenty-six EU member states, excluding Malta, together with Norway and Ukraine, plan to jointly develop and procure drones and counter-drone equipment while establishing shared production facilities and test sites.
The EU has also set a timetable to secure initial operational capability for the drone defense network by the end of this year and make it fully operational by the end of 2027, while completing the Eastern Flank surveillance network by 2028. An action plan released by the European Commission in February included proposals to use 5G base stations as detection radars, create a single recognized air picture by integrating data from multiple sensors, and establish an AI-based command-and-control system and rapid-response teams. The EU plans to launch a $290.6 million call for proposals for land and maritime border surveillance and form a coalition with Ukraine to support the development and mass production of next-generation drone and counter-drone technologies.
European Space Companies Form United Front to Challenge SpaceX
As joint defense programs expand, European space companies are accelerating business consolidation. Airbus, Thales, and Leonardo signed a memorandum of understanding (MOU) in October last year to combine their satellite and space-system manufacturing and services operations in a new joint venture. Known as Project Bromo, the venture is scheduled to begin operations in 2027, subject to approval by competition regulators. Airbus will hold a 35% stake, while Thales and Leonardo will each own 32.5%.
The rationale for consolidation is the scale gap with SpaceX. SpaceX handles launch vehicle manufacturing, launches, satellite mass production, and communications services within a single company, securing cost competitiveness through mass production and repeated launches. By contrast, Europe’s satellite industry has been criticized for failing to respond nimbly to changes in the market for large low Earth orbit constellations because procurement and production bases remain fragmented along national lines. The three companies estimate that eliminating overlapping costs in research and development (R&D), procurement, and manufacturing could generate annual operating benefits worth hundreds of millions of dollars beginning five years after the integration.
While the satellite manufacturing sector has opted for consolidation, the launch vehicle sector has adopted a strategy of fostering competition among multiple private companies. Project Bromo also excluded launch vehicles from the scope of integration. The ESA is serving as a catalyst for this sector. It allocated more than $1.05 billion to the European Launcher Challenge and last month awarded an initial set of contracts totaling $631.8 million to Germany’s Rocket Factory Augsburg (RFA) and Isar Aerospace, and Spain’s PLD Space. The aim is to develop the private market by having public agencies commit launch volumes first and then requiring multiple companies to compete on price and technology.
As Europe reorganizes satellite manufacturing and launch vehicle procurement around regional companies, the United States has also stepped up efforts to contain the shift. Washington appears to have concluded that attendance by SpaceX and Blue Origin at the Paris Space Summit could lend support to an EU industrial policy aimed at reducing dependence on U.S. technology. Political interests and business calculations, however, point in different directions.
