For years, Budapest was viewed as a key hub for Russian intelligence activity in Central Europe. A new decision could change that balance.
The expulsion of 10 Russian diplomats from Hungary could mark the beginning of the dismantling of Russia’s spy networks and strengthen Budapest’s control over the country’s security.

Pavel Havlíček, a research fellow at the Association for International Affairs in Prague, offered this assessment. In his view, Hungary’s decision serves the interests of Hungary itself, its partners in the European Union, and Ukraine.
The expert noted that the Russian Embassy in Budapest had long been an important hub for coordinating the Kremlin’s intelligence activities in Central Europe. The expulsion of the diplomats could therefore limit the capabilities of Russian intelligence services in the region.
This is a signal that Hungary is finally beginning to put its own house in order. All the intelligence services have long known what these so-called diplomats were really doing and were merely waiting for the political will to act. Despite threats from Moscow, this step will significantly weaken the Kremlin’s intelligence-gathering capabilities in the region.

Hungary Cited the Diplomats’ Activities as the Reason for Its Decision
On September 8, Hungary’s Ministry of Foreign Affairs decided to expel 10 employees of the Russian Embassy. Their activities were cited as being incompatible with diplomatic status and the provisions of the Vienna Convention.
The Hungarian ministry said the move was aimed at protecting the country’s sovereignty and security. At the same time, Budapest reaffirmed its condemnation of Russia’s aggression against Ukraine.
According to Pavel Havlíček, the decision could weaken Russia’s intelligence capabilities in Central Europe and signal stronger security oversight by Hungary.
