They are probably just blazes.
The **blue ring** is for a future tree, which goes for younger trees, considered as important and receiving special threatment.
What else can be found: **Four Blue Points** around the tree is for Trees that are very important for the ecosystem and/or a species, and shall never be chopped until they die or become a danger.Often found on older trees. Then, sadly, an orange **K** means the tree is sick (Sickness in German is “**K**rankheit”, maybe that’s why), and will be chopped. Two overlapping **slashes (like /)** mean the tree will be chopped, maybe because due for harvest or giving space for future trees. If there are **numbers**, the tree is under investigation, mostly for safety or sometimes sciene questions/projects. A big red horizontal line with the writing FBB or T is for borders.
As u/Paranormalbirdwatch (awesome user name btw) mentioned, it’s quite the opposite: These are young trees forest workers take care of to make sure they prosper.
