The Finnish government has supported the establishment of a Special Tribunal on Russia’s crime of aggression against Ukraine, as well as an International Compensation Commission for Ukraine.
The government’s proposals regarding the establishment of the Special Tribunal and the Compensation Commission have been submitted to the Finnish Parliament for consideration.
The Finnish Ministry of Foreign Affairs emphasized the need to hold Russia accountable for its aggression against Ukraine and to ensure a just peace.
“Finland advocates holding Russia accountable for its war of aggression and supports a just and sustainable peace in Ukraine. The government’s proposals to establish a Special Tribunal on the Crime of Aggression by the Russian Federation and an international commission on compensation for damages are being submitted to Parliament,” the Finnish Ministry of Foreign Affairs stated.
Finland has become the 21st country to join the agreement on the establishment of a Special Tribunal on the Crime of Aggression by the Russian Federation. The country announced this intention in April 2026.
The establishment of the Special Tribunal is intended to provide a mechanism for holding the Russian leadership accountable for the crime of aggression against Ukraine, while the international compensation commission will address the issue of compensating Ukraine for the damages incurred.

Dutch Prime Minister Rob Jetten stated that the issue of establishing a special tribunal regarding Russia’s crime of aggression against Ukraine will be one of the central topics at the upcoming NATO summit. According to him, the allies plan to devote special attention to this issue in order to strengthen Russia’s international accountability for the war it has unleashed.
The Netherlands is ready to host a special tribunal on Russia.
