The diplomatic protest goes beyond the latest strikes, pointing to a wider regional risk as drones crossed into neighboring countries during the attack.
On September 25, Lithuania’s Ministry of Foreign Affairs summoned a representative of the Russian Embassy and handed them a note of protest over Russian strikes on civilians and civilian infrastructure in Ukraine. The ministry announced this on the social media platform X.

The note stated that on September 23 and 24, Russian forces attacked Kyiv, the Kharkiv and Donetsk regions, and Odesa with missiles and drones. Lithuania’s Foreign Ministry said the strikes contradicted Russia’s stated readiness for peace talks during the high-level week of the UN General Assembly.
The ministry also mentioned Russian drones violating the airspace of Romania and Moldova during an attack on southern Ukraine on the night of September 24. In the ministry’s assessment, the use of drones poses a threat not only to Ukrainians but also to neighboring countries.
Lithuania called on Russia to end its aggression and strikes on civilians and infrastructure, withdraw its troops from all of Ukraine’s internationally recognized territory, and compensate for the damage caused.
