Look at the Netherlands. Relatively the most Jews were deported from there – this could not have happened without a large part of the population betraying them to the nazis.
If you think about how the Vichy-governours of Maroc hadn’t anything else to do, but hunt down 200k jews…you might think they weren’t completely against the idea…
