Is it about votes in legislatures, or about who handed in a piece of paper? Because Denmark, Iceland and Norway all did the first bit before the ratification process started.

Since Denmark “approved of Sweden and Finland joining NATO on June 1., and voted in parliament on June 7th., the nation did try to be first regardless of Canada trying to overtake.
