As European officials weigh diplomacy, defense production and air defenses, disagreements over the best response reveal how complex collective security has become.
NATO sees no immediate military threat from Russia, the Alliance’s Secretary General Mark Rutte said at a defense summit in Brussels. Participants also discussed Russian hybrid attacks and European security.

Europe discusses response to hybrid attacks
Rutte added that NATO would monitor Russia’s actions and respond to any potential buildup of its military forces.
Bulgarian President Rumen Radev urged European leaders to use diplomacy to prevent nuclear escalation. European Commissioner for Defense Andrius Kubilius noted that previous attempts at diplomatic dialogue had not produced results. In his view, Europe’s response to hybrid attacks must inflict significant costs on Moscow.
U.S. Ambassador to the EU Andrew Puzder criticized the “Made in Europe” concept for defense initiatives and instead proposed a “Made in NATO” approach. He believes geographic restrictions could drive allies apart and undermine collective security.
Belgian Defense Minister Theo Francken urged Europe to develop its air defenses faster, ramp up production, and replenish its weapons stockpiles amid growing hybrid threats.
