That’s the clause mentioned towards the bottom of that section. You can’t cancel the contract before three years are up. And yes, if you don’t think you can keep to that, *don’t sign the contract*.
You can’t terminate the lease earlier than 3 years, and the lease termination notice periods are the legally defined ones.
