Poland: City of Warsaw takes over construction of Polonia complex
Warsaw will finance the construction of the Polonia Warsaw complex itself following the failure of the PPP procedure. The city has secured PLN 832 million for the new Konwiktorska, with the tender scheduled to be launched in early 2027 so that construction can begin before the current building permit expires.

The new delivery model for the project was presented by Warsaw mayor Rafał Trzaskowski at the end of September, two weeks after the failure of the PPP procedure was announced. Under the previous formula, a private partner was expected to finance the investment and then maintain and operate the completed complex for 20 years. Ultimately, after several years of preparations and negotiations, no bids were submitted.

The city will now take responsibility for delivering the project. Warsaw has secured PLN 832 million for the investment, although the final cost will only be determined after the new tender is completed. This marks a shift away from the PPP model towards direct financing from the city budget. While waiting for decisions concerning sports infrastructure, fans are increasingly combining their interest in stadium events with other forms of online entertainment, including exploring new online slots and other gaming options available on the internet.

The project will be managed by the Miejskie Przedsiębiorstwo Realizacji Inwestycji (MPRI), a municipal company that has already been entrusted with other major investment projects in the capital, including the expansion of Bielański Hospital.

When will the tender for the new Konwiktorska be launched?

According to the schedule presented by the city, the tender for construction of the complex is to be announced in early 2027. The contract with the selected contractor is expected to be signed in September or October.

The city expects construction work to begin later in 2027. This is also important because of the existing building permit. According to the information provided, it expires in November 2027, meaning that starting work before then will avoid the need to go through the entire administrative procedure again.

No exact completion date has been announced yet. Earlier plans envisaged delivering the entire complex over a period of around five years. Under such a schedule, the new facilities could be ready at the turn of 2031 and 2032.

What will be built at Konwiktorska?

The city intends to proceed with the full version of the project. Its centrepiece will be a new football stadium with a capacity of 16,000. The stadium, however, will form only one part of the development. The Konwiktorska complex is also planned to include a 2,000-capacity sports and entertainment arena and a Sports Support Centre. An open urban space with a square will connect the individual buildings.

An underground car park for more than 700 vehicles is planned beneath the square. The city also intends for this space to have a role in emergency situations. Under normal circumstances it will operate as a car park, while in the event of a threat it could be used as a temporary emergency shelter.

The entire complex will cover almost 6 hectares. The project is intended to create a multifunctional sports centre. In addition to football, the facilities are expected to accommodate sports including basketball and volleyball. City authorities have also indicated that other disciplines could be developed there, with boxing and combat sports among those mentioned as activities that could have dedicated facilities within the new complex.

The aim is therefore to create a space that will not operate exclusively on matchdays. The centre is intended to serve professional sport, young athletes, schools and Warsaw residents, while the open space between the facilities will also provide an area for people to spend time outside sporting events.
