Thankfully in Scotland the rent can only be adjusted once a year and also rent changes aren’t grounds for eviction I believe.

It depends. If you are not a property management company and rent our a place personally then you likely want a stable renter who isn’t troublesome. Once you get somebody who you trust then it’s win-win insofar as it’s more cost productive to charge less rent because you’re dealing with less hassle.

Abolish the private rent of housing and distribute it based on need instead of wealth.
It’s the only way to solve the landlord problem in this country.
