  1. That is called “oskarin oksa” (Oskari’s branch). You can hang clothes on a coat hanger on it to dry or air out.

    EDIT: apparently I was wrong. I assumed that Oskarinoksa is a generic name for the item in question, but it appears to be a trade name for specific product. Apologies for any inconvenience this might have caused.

  4. You already got good responses on what it’s used for, so just want to add that if you think it’s in the way, pull the long part a little to fold it down to take up less space.

  5. It’s common to have those at every balcony here in Sweden and I would guess it’s the same in the rest of the Nordic countries.

  6. I have one of very similar design here in the US. You have your answers about what it is, but if it is in the way you can very likely fold it up or down against the wall by lifting the end a little and pushing or pulling to unlatch the back of the horizontal part to free it to move up or down (will be one or the other, and it should move freely– no need to force it). By looking at the pin configuration in the wall bracket, it most likely folds up to stow.
